Growing pressure on ATV and UTV sector: call for stricter regulation gains broader support

ORANJESTAD — The social and political debate surrounding the use of ATVs and UTVs in Aruba has intensified once again following a recent public call by Tisa LaSorte for stricter restrictions, stronger enforcement, and the designation of specific zones for these vehicles. In a public statement, LaSorte said such measures are “long overdue” and advocated for “restrictions/dedicated areas, and enforcement.”

LaSorte is not an unfamiliar figure within Aruba’s public sphere. According to public profiles, she previously worked as a journalist, held management positions within the tourism sector, and is currently associated with the Aruba Hotel & Tourism Association (AHATA).

Her position aligns with a debate that has been ongoing in Aruba for several years. Both government officials and parts of the tourism sector have expressed concerns about traffic safety, environmental damage, and the impact of large-scale off-road excursions on natural areas and residential communities.

Growing Concerns About Safety and Environmental Damage

According to the Ministry of Transport, Integrity, Nature and Elderly Affairs, a policy was already announced in 2024 aimed at regulating and reducing the use of ATVs and UTVs. At the time, the government stated that the vehicles contribute to traffic accidents, damage to flora and fauna, noise pollution, and disruption of the living environment.

Various public discussions have also highlighted damage to fragile natural areas, disturbances to wildlife habitats, and erosion of Aruba’s natural landscapes. In addition, serious accidents involving tourists participating in ATV or UTV excursions continue to raise concerns.

The debate recently gained additional attention after a local tour company voluntarily decided to stop offering ATV and UTV rentals, choosing instead to focus on more sustainable forms of tourism. The company stated that the risks to nature and public safety could no longer be ignored.

Call for Controlled Zones and Enforcement

LaSorte’s appeal does not explicitly call for a complete ban, but rather for stricter control mechanisms. These include restrictions, designated riding areas, and effective enforcement measures. Similar proposals have circulated within policy discussions for years.

Previous government discussions referenced:

  • moratoriums on new permits;
  • restrictions on driving routes;
  • stricter licensing requirements;
  • technological solutions such as geofencing;
  • increased monitoring of rental companies and tour operators.

Within parts of the tourism sector, there also appears to be a gradual shift toward a “value over volume” philosophy, where sustainability and environmental protection are prioritized over mass tourism. LaSorte has previously spoken publicly about the importance of sustainable tourism development in Aruba.

Economic Interests Versus Sustainability Policy

At the same time, the ATV and UTV sector remains economically significant for a segment of Aruba’s tourism market. Several operators continue to market off-road excursions as popular adventure experiences for visitors exploring Aruba’s rugged terrain.

Critics argue, however, that the current scale of these activities is increasingly incompatible with sustainable environmental management and public safety standards. Supporters of the sector point to employment opportunities, tourism revenue, and the appeal of adventure tourism.

Sources partly disagree on the extent to which current regulations are adequately enforced and whether stricter restrictions would be economically desirable. Some stakeholders advocate for stronger regulation rather than a total prohibition.

Debate Likely to Return to Political Agenda

With renewed public attention, the debate surrounding ATV and UTV use is expected to return more prominently to Aruba’s political agenda. Within the broader discussion about sustainable tourism, environmental preservation, and quality of life, pressure continues to grow on policymakers to make clearer decisions regarding the future of off-road tourism on the island.

For now, no new official legislative proposal has been announced in response to LaSorte’s recent remarks.
