ORANJESTAD — The enforcement measures announced by the Minister of Justice against the use of electric scooters (e-scooters) on public roads are raising increasing legal and policy concerns, as court proceedings regarding their legality remain ongoing. The situation is prompting questions about the balance between executive enforcement and judicial review.

According to public statements, the Minister of Justice has maintained that the use of e-scooters on public roads is illegal under existing legislation. Based on this interpretation, law enforcement authorities have been instructed to issue fines to individuals operating such vehicles on public roads.

At the same time, the minister has acknowledged that multiple legal cases are currently before the courts concerning the status of e-scooters within Aruba’s legal framework. In public communication, it has been indicated that these judicial processes should be allowed to run their course.
